In a recent incident, Wang Lei, a refinery worker from Cangzhou, was caught off guard when she was fined $100 on the spot by the security chief. “I didn’t expect that even if I mentioned it, it would still be deducted,†she said, feeling embarrassed and leaving the scene within five minutes. The strict enforcement of safety rules has been intensifying in the workshop, and this was just one of many examples.
Wang Xiaoxing, another employee, shared his experience during a safety drill involving a fire accident at a spherical tank. Huang, an experienced worker who had spent nearly 30 years in the industry, was criticized by Zhang Rong, a young female technician, for his lack of skill. She pointed out several mistakes in real time and explained the potential safety consequences of each oversight. This left the veteran worker visibly uncomfortable, as he was not used to such direct feedback.
Many employees have felt the same pressure. Unsafe behaviors are now being documented on the "HSE Observation Card," and any violations lead to immediate correction or disciplinary action. If the behavior is severe, it may even be publicly addressed during team meetings, affecting the entire construction crew. This has created a culture of accountability and awareness.
Shi Jianmin, a workshop safety engineer, emphasized that safety management is strictly enforced based on the company’s safety system, regardless of personal relationships. For example, in the past, if fire protection materials were not properly covered, the issue might have been overlooked. But now, any non-compliance must be corrected immediately, and those responsible will face assessments. Even if procedures are followed correctly, if a supervisor arrives late, they will still be marked for points.
“Safety isn't about being lenient. If an accident happens, there will be no mercy,†Shi said. He added that workers have the right to stop work if safety equipment, like harnesses, doesn’t meet standards. In some cases, drills are conducted on the spot, and workers are required to use air respirators immediately. Even if everything seems correct, any deviation from protocol can result in penalties.
Wang Lei, who had been fined, later reflected on the incident. “Although I was punished, I learned a lot and became more aware of safety,†she said. Her observation card, which highlighted her previous unsafe behavior, was praised by the workshop. She admitted that losing face was worth it if it meant learning and growing.
