1. Observe the Construction Workers

(I) Clothing

Clothing: Workers should wear designated workwear with secure buttons to ensure a snug fit. The attire should be lightweight and avoid loose or overly stylish clothing that may pose a safety risk.

Shoes: Flip-flops or bare feet are strictly prohibited while working. If working at heights, soft-soled shoes must be worn to prevent slipping and ensure stability.


(b) Physical and Mental Condition

The physical condition of workers at high altitudes must meet strict safety standards. Individuals with conditions such as hypertension, heart disease, anemia, epilepsy, or other health issues that could impair their ability to work safely are not allowed to perform tasks at height. Workers who are excessively tired, lack energy, or have low morale should also avoid working in elevated areas to prevent accidents.

2. Check Safety Equipment

(a) Hard Hat

● The helmet, inner lining, and chin strap should all be intact and functional. ● The helmet should be worn securely, with the chin strap fastened under the jaw. ● If necessary, verify the helmet’s validity and certification. ● Never use the helmet for purposes other than its intended function.

(b) Safety Belts

Safety belts must be worn in the following situations:

1. When working at heights, a seat belt must be worn upon entering the worksite. 2. When working above 2 meters in height. 3. During sloped roof work. 4. On flat roofs where there is no fence within 1.2 meters of the edge or opening. 5. When using any suspended platform or scaffold. 6. On guardrails or incomplete scaffolding. 7. Near ladders close to roof or floor openings. 8. When no reliable fall protection measures are in place.

Correct Use of Seat Belts:

1. Ensure the belt is tightened and the buckle is properly fastened. 2. When suspending work, do not hook the buckle directly onto the belt—use the attachment ring instead. 3. Never hang the belt on unstable or sharp-edged objects. 4. Do not replace parts of the safety belt without proper authorization. 5. A safety belt that has experienced a severe impact should not be used even if it appears undamaged. 6. Avoid using the safety belt to lift heavy objects. 7. Hang the belt on a strong and stable point, at least waist height.

3. Observe Construction Activities

Mainly check whether workers are engaging in "three violations" during the process, such as unauthorized actions, unsafe behaviors, or non-compliance with procedures.

4. Check Construction Materials

Ensure materials are not randomly stacked. Verify that construction waste is cleared promptly. Confirm that no hazardous materials are present below the work area.
