More than 4,600 coal-fired generating units in the country will face monitoring problems of soot emissions

Before the Spring Festival, Shen Yuhui, chief engineer of the environmental protection transformation demonstration project of the National Coal Power Group of Tianjin Junliangcheng, was brought a strategic cooperation agreement signed by China Huadian Group Engineering Co., Ltd. and Beijing Huifenglong Economic and Technological Development Co., Ltd. The instantaneous value of the measured soot emissions on the day of Unit 9 of the National Coal-fired Power Plant Environmental Reconstruction Demonstration Project Junliangcheng Power Plant: PM2.5, 0.15mg/m3; PM10, 0.27mg/m3; total soot, 1.05mg/m3.

According to the Action Plan for Coal Energy Saving and Emission Reduction and Reconstruction (2014-2020) jointly issued by the National Development and Reform Commission, the Ministry of Environmental Protection and the National Energy Administration in September 2014, the emission concentration of newly built coal-fired generating units in the eastern part of China should basically reach Gas turbine unit emission limit, ie 10mg/m3. By 2020, the existing coal-fired generating units with an operating capacity of 300,000 kilowatts and above in the eastern region, self-contained coal-fired generating units of 100,000 kilowatts and above, and other conditional coal-fired generating units will also have a smoke emission concentration of 10 mg// after the transformation. M3.

“The emission standards for soot have been improved, and the requirements for the sensitivity of monitoring equipment have also increased. The old equipment in the past could not measure the actual dust removal effect of coal-fired generating units under the new standard.” Shen Yuhui told reporters that HSBC Long was the first in China. The successful development of the micro-dust online measurement system, the purpose of his trip is to establish a strategic cooperation between enterprises, and combine the technology of HSBC Long with the application of Huadian Group to make it more suitable for the dust of coal-fired generating units under different geographical and technical conditions of Huadian Group. Monitor demand.

Industry experts pointed out that with the continuous improvement of environmental awareness, China's requirements for the concentration of soot emissions from coal-fired generating units will become more and more stringent. In the future, more than 4,600 coal-fired generating units in the country will face the monitoring of soot emissions.

In the past, it was not emissions, but process values.
"Although many desulfurization and denitrification equipments have been launched, coal-fired tail gas emissions still contain fine particles of sulfate and nitrate, mineral aerosols, and a small amount of fine particles such as inorganic carbon and organic carbon. At present, most of China's coal-fired power companies The use of wet electrostatic precipitator for terminal treatment of coal-fired pollutants has been approved by the Ministry of Environmental Protection.” Yu Yujing, a researcher at the Research Center for Eco-Environmental Sciences of the Chinese Academy of Sciences, is more concerned with the problems caused by wet dust removal on coal-electric dust monitoring. “Whether it is the oscillating balance method, the β-ray method, or the light transmittance method, humidity has a great influence on smoke monitoring.”

In the past, the total amount of soot in the dry flue gas before wet desulfurization was measured by a turbidimeter, and the soot emission value of the coal-fired generating set was calculated according to the dust removal efficiency. “The turbidity meter measures the process value, not the final soot emissions from the coal-fired tail gas.” Liu Qiang, general manager of HSBC Long stressed.

Industry experts reminded reporters that in the past few years, China's requirements for total soot emissions from coal-fired generating units were not so strict. Coal-fired power companies used turbidity meters to monitor soot emissions, which is reasonable. However, the “Air Pollutant Emission Standard for Thermal Power Plants” issued in 2011 requires “ultra-low emissions” for coal-fired generating units. In 2013, China’s five major power generation groups have tested “near zero emissions”, and the turbidity meter is obviously unable to meet the dust. The need for monitoring.

In the interview, Shen Yuhui repeatedly stressed that China's coal-fired base is very large, and all major coal-fired power companies, including Huadian, have invested heavily in technological innovation and upgrading. "We must know the dust removal effect of these technologies and equipment. How about, the money we spend is not worth it."

In addition to the total amount of soot, it is necessary to grasp the discharge status of fine particles.

In June 2014, the National Energy Administration released the list of demonstration projects for coal-fired power plants in the same year. Huadian Group's No. 9 unit of Junliangcheng in Tianjin was among them.

In September 2014, China Huadian Engineering (Group) Co., Ltd. took the lead in bidding for the “Dust Denitration and Dedusting Reconstruction Project Wet Dust Removal Micro Dust Measuring Instrument” in China's coal-fired power plant industry. Four companies from American Thermo Fisher Scientific, Germany Sike McHack Instrument Co., Ltd., German Durag Co., Ltd. and Beijing Huifenglong Company participated in the bidding. Huadian Group put forward a very demanding condition: the monitoring equipment of the winning bidder must operate for one month without fault in the power plant equipment, and the monitoring value can be compared with the national standard method before the business remittance can be carried out.

On-site testing and comparison demonstrations lasted nearly two months. The only company in China that participated in the bidding, HSBC Long, won the bid. "Other enterprises' monitoring equipment can only measure the total amount of soot. The micro (particle) measuring instrument developed by HSBC Long can not only measure the total amount of smoke, but also measure the emissions of PM2.5 and PM10, and measure it in real time with high sensitivity. In Shen Yuhui's view, for China, which is deeply affected by smog, mastering the emission of fine particulate matter is of great significance for studying the contribution rate of a causative factor in coal-fired generating units and its future haze control. .

HSBC Long is currently the only national high-tech enterprise with the qualification for research and development of biosafety monitoring and early warning equipment. At the end of 2011, when the smoggy smog was shrouded in the eastern part of China, HSBC Long began to study how to apply biological monitoring methods to atmospheric environmental monitoring. Under the support of the National Major Scientific Instruments and Equipment Development Project and the Beijing Science and Technology Plan Project, HSBC Long successfully developed the aerodynamic particle size spectrometer in 2012.

In February 2014, Liu Qiang, general manager of HSBC Long, met in the Beijing Municipal Science and Technology Commission to find Shen Huihui, a coal-fired dust monitoring device. “In response to the monitoring needs of coal-fired power companies, we have added a pre-treatment device in front of the aerodynamic particle size spectrometer.” Liu Qiang said that the pre-treatment unit diluted the power plant exhaust gas to achieve atmospheric aerosol pollution. Similar concentrations and guaranteed non-destructive sampling. According to the dilution factor, the aerodynamic particle size spectrometer measures the soot content in the diluted sample gas, and the soot measurement value of the exhaust gas emission from the coal-fired generator set can be obtained. “The micro (particle) measuring instrument we developed can not only measure multiple grams per cubic meter of different particle sizes, but also how many are measured.”

In November 2014, HSBC Long signed a purchase contract with China Huadian Engineering (Group) Co., Ltd., and subsequently completed the on-site installation and commissioning of No. 9 coal-fired boiler of Tianjin Junliangcheng Power Plant. The system was stable and has been officially delivered to users.

Promote low-concentration smoke monitoring technology, need more support

“In fact, the monitoring of soot is not limited to coal-fired power plants, it can also be extended to industrial coal-fired boilers in the steel, cement, building materials and other industries. This market is very large,” said Yang Kai, a researcher at the China National Environmental Monitoring Center.

At present, world-renowned companies such as American Thermo Fisher, German Durag, and Siemens have conducted technical research on low-concentration smoke monitoring equipment, with the intention of entering the Chinese market.

Yang Kai stressed that for this big market, we must pay attention to the individualization requirements of different industries and different regions. For example, he said, "The coal-fired power plants of China's five major power generation groups and the industrial coal-fired boilers in the steel, cement, building materials and other industries use different production methods and coal quality. They are distributed throughout the country. The requirements for engineering and environmental adaptability of soot monitoring technology and equipment are even higher."

"We have cooperated with the Research Center of the Chinese Academy of Sciences, the Institute of Semiconductors of the Chinese Academy of Sciences, the Institute of Semiconductor Research of the Chinese Academy of Sciences, and the China Academy of Environmental Sciences to conduct technical research on the process, engineering and environmental adaptability of low-concentration smoke monitoring technologies and equipment, and separately with Huadian. Guodian has established a strategic partnership in the online monitoring and prevention of atmospheric pollutants in coal-fired power plants. Our goal is to enable this independent innovation technology to be promoted and applied in a wider range." Liu Qiang said.

The industry believes that China's future support for energy conservation and emission reduction will continue to increase, and the environmental protection electricity price subsidy policy will be promoted accordingly, and it is likely to rise to the national level policy. Sensitive and accurate low-concentration smoke monitoring technology and equipment is a powerful supervision and support for the implementation of national environmental protection policies.

“The dust monitoring equipment is purchased by the power plant, but it is connected with the local environmental protection bureau, which is directly related to the future environmental supervision and enforcement. It is actually a law enforcement equipment. The Ministry of Environmental Protection, local environmental protection bureaus, and environmental monitoring terminals should give monitoring equipment manufacturers more More support." Shen Yuhui suggested.
