Article 13 For people-intensive places with one of the following situations, the construction unit shall apply for fire design approval from the fire control agency of the public security organ, and apply for fire protection acceptance to the fire control agency of the public security organ that issued the fire protection design audit opinion after the completion of the construction project:

(1) stadiums, auditoriums, public exhibition halls, museum exhibition halls with a total building area of ​​more than 20,000 square meters;

(3) Hotels, restaurants, shopping malls and markets with a total construction area of ​​more than 10,000 square meters;

(IV) Theatres with a total building area of ​​more than 2,500 square meters, reading rooms for public libraries, indoor commercial gymnasiums, leisure venues, hospital outpatient buildings, university teaching buildings, libraries, canteens, and labor-intensive enterprises Production and processing workshops, temples, and churches;

Article 14 For special construction projects with one of the following circumstances, the construction unit must apply for fire design approval from the public security organ's fire control agency, and apply for fire protection acceptance to the fire control agency of the public security organ that issued the fire protection design audit opinion after the completion of the construction project:

(1) Construction projects with densely populated places as listed in Article 13 of this Regulation;

(2) State office building, power dispatching building, telecommunication building, postal building, disaster prevention command and dispatch building, radio and television building, archives building;

(3) A public building with a single building area of ​​more than 40,000 square meters or a building height of more than 50 meters besides the first and second provisions of this article;

(4) A type of high-rise residential building stipulated by national standards;

(5) Urban rail transportation, tunnel engineering, large-scale power generation and transformation and distribution projects;

(6) Factories, warehouses, special stations and docks for the production, storage and handling of inflammable and explosive dangerous goods, filling stations, supply stations and pressure regulating stations for flammable and explosive gases and liquids.

Article 24 For construction projects other than those provided for in Articles 13 and 14 of these Provisions, the construction unit shall, within seven days from the date of obtaining the construction permit and the acceptance of the completion of the project, pass the fire prevention website of the provincial public security agency fire control agency. Basis of punishment

Article 58 Whoever violates the provisions of this Law and commits any of the following acts shall be ordered to stop construction, stop its use, or suspend production or business, and impose a fine of 30,000 yuan up to 300,000 yuan:

(1) Construction projects that are subject to fire protection design audits by fire control agencies of the public security organs in accordance with the law, and shall be constructed without authorization if they have not been audited in accordance with the law or failed to pass the examination;

(2) The design of fire protection fails to stop the construction after random checks by the public security organ fire-fighting institutions;

(3) Construction projects that should be subject to fire inspection and acceptance according to law have not been put into use without authorization after failing to pass fire inspection or failing to pass fire inspection and acceptance;

(4) After the construction project is put into use, it shall be checked and unqualified according to the law of the fire control department of the public security organ, and shall not be stopped for use;

(5) The place where the public gathers has not been checked for fire safety or has failed to meet the fire safety requirements by inspection, and is put into use or business without authorization.

If the construction unit fails to submit the fire design documents to the public security organ's fire control agency for record filing in accordance with the provisions of this Law, or fails to report to the public security organ's fire control agency for filing after completion, it shall be ordered to correct within a time limit and a fine of not more than 5,000 yuan shall be imposed.

Article 59 Any one who commits any of the following acts in violation of the provisions of this Law shall be ordered to correct or stop the construction, and a fine of 10,000 yuan up to 100,000 yuan shall be imposed concurrently:

(1) The construction unit requires the architectural design unit or building construction company to reduce the design and construction of fire protection technical standards;

(2) The architectural design unit does not carry out fire protection design according to the mandatory requirements of the fire protection technical standards;

(3) The construction enterprise fails to follow the fire control design documents and fire technical standards to reduce the quality of fire construction;

(4) The project supervision unit colludes with the construction unit or the construction enterprise to falsify and reduce the quality of fire protection construction.
