China's rare earth mining rights will be reduced from 113 to 67

In recent years, under the coordinated supervision of relevant departments such as the Ministry of Natural Resources, China has taken significant steps to control the total volume of rare earth mining by improving the order of mining activities. The government has previously announced 10 new rare earth exploration rights and 113 mining licenses across the country. Meanwhile, local authorities have maintained strict enforcement against illegal and unregulated mining practices. In addition, the regulatory bodies have issued guidelines to strictly manage the overall production of rare earth elements and are working on enhancing the criteria and thresholds for obtaining mining permits. According to officials, through consolidation and restructuring, the number of rare earth mining licenses in China is expected to be reduced from 113 to 67. As the world's largest producer, exporter, and supplier of rare earth materials, China currently holds more than 90% of the global market supply despite possessing only about 23% of the world’s rare earth resources. This dominance highlights the importance of sustainable management and environmental protection in the sector. However, the environmental challenges associated with rare earth mining remain severe. To address these issues and ensure the rational and sustainable use of rare earth resources, the Chinese government released a white paper in June this year titled "China's Rare Earth Situation and Policies." The document emphasized the implementation of stricter environmental protection standards and the promotion of a more responsible and eco-friendly mining policy. These measures reflect China's commitment to balancing economic development with environmental conservation in the rare earth industry.
