Therefore, research on environmentally friendly coatings is particularly important. With the issuance of the “Pilot Measures for Volatile Organic Pollutant Charges†issued by the Ministry of Finance, the National Development and Reform Commission, and the Ministry of Environmental Protection (Cai Shui [2015] No. 71), various provinces have notified the pilots to levy VOC sewage charges and vigorously deployed air pollution prevention and reinforcement. Measures to gradually phase out the production of organic solvent-based coatings and the use of organic solvent-based coatings for furniture manufacturing and wood products processing, etc., and comprehensively promote the material innovation of primers, intermediate coatings and color lacquers in the automotive industry to replace oily lacquers with water-based lacquers. .
On January 26, 2015, the State Administration of Taxation and the Ministry of Finance issued the Notice on the Collection of Consumption Tax on Battery Coatings. With the approval of the State Council, the consumption tax will be imposed on paints from February 1, 2015. The paint is included in the scope of consumption tax collection and is levied in the production, entrusted processing and import links. The applicable tax rate is 4%. Coatings with a volatile organic content of less than 420 g/l (inclusive) under construction are exempt from consumption tax.
Second, water-based paint promotion difficulties
Due to the many drawbacks of organic solvent-based coatings, it is imperative to accelerate the promotion and application of water-based industrial paints. Waterborne industrial coatings fundamentally eliminate or reduce environmental pollution problems caused by VOC emissions, saving resources. However, there are certain constraints on the application of waterborne coatings.
First of all, the resin for water-based coating generally contains an emulsifier or a hydrophilic group, and a hydrophilic wetting dispersant, a thickener and the like are added to the paint, so the water resistance is inferior to the solvent-based paint, and the anti-corrosion property of the paint film is not Secondly, the water content of the water-based paint is higher, the energy required for evaporation of water is higher than that of the general solvent, which affects the drying effect of the spray; again, the moisture in the wet paint film is in contact with the steel for a long time, during the baking process. Flash embroidery is easy to occur; finally, water-based industrial paint has high requirements for temperature, relative humidity, ventilation control, and temperature range during baking. Therefore, for the application enterprise, the coating line needs to be modified, which greatly increases the energy consumption, and the enthusiasm of the application enterprise is difficult to improve.
In summary, the promotion and application of waterborne industrial paints is greatly limited.
Third, the new VOC one-component waterborne polyurethane emulsion was successfully developed
In response to the above difficulties, Zhejiang Panji New Materials Co., Ltd. developed a new low VOC one-component waterborne polyurethane emulsion. After testing, the comprehensive technical indicators of this series of emulsions have reached the established requirements, and the VOC content meets the requirements of exemption from consumption tax. It can be widely used in many fields such as automotive intermediate coating/finish coating, advanced industrial finishing, furniture building materials coating, and container spraying. The emulsion has the following characteristics:
1. The emulsion is a one-component self-emulsifying emulsion, does not contain an emulsifier, is not easy to foam, and the obtained coating has good water resistance;
2. The curing agent and the corresponding resin undergo a certain degree of grafting reaction, the compatibility between the two is good, the product quality is stable and uniform;
3. The emulsion uses water as the dispersion medium, which can be diluted with water. The construction tools can be washed with water, and the construction is very convenient. It can adjust the viscosity and solid content freely by adding water (addition amount between 0-100%), pigment and filler, etc. It is suitable for different construction methods and has low cost;
4. The construction is flexible, adapt to a variety of climatic conditions, a variety of coating processes, baking temperature range of 120 ° C -160 ° C, can be used in a variety of substrates (electrophoresis primer, plastic paint, stainless steel, hot rolled coil Spray directly on the material, glass), the wet film does not need pre-baking, which saves time and energy consumption. It can be directly applied in the production, compounding and spraying system of existing oil paints, without the investment of new equipment and personnel;
5. The emulsion has good wet dispersibility for various pigments and fillers, and can be compatible with organic/inorganic pigments, metallic pigments and pearlescent pigments to meet customers' requirements for different colors.
6. The emulsion has small particle size, high gloss of paint film, good transparency, good adhesion, high hardness (3H), fast surface drying, no sag, no shrinkage holes and other defects, which can perfectly replace oil paint.
7. Applicable to 3C2B process (three coats and two bakes: primer pre-drying, paint and varnish two coats are wet-on-wet finish), compared with traditional 3C3B (three-coat three-bake) process Under the premise of all performance indicators, the coating cost can be greatly reduced.
