Overhead power lines are generally not allowed to cross houses

Where it is necessary to relocate buildings, structures and other facilities or require its owner or manager to take corresponding technical measures, the electric power facility construction entity shall negotiate and reach an agreement with it and provide one-time economic compensation in accordance with the relevant regulations of the State. The draft stipulates that new, rebuilt, and expanded overhead power lines must not cross over areas where flammable and explosive materials are stored. Newly-built, rebuilt or expanded overhead power lines must not cross houses under normal circumstances. If there is a need for leapfrogging, the unit for the construction of electric power facilities shall enter into safety and compensation agreements with the owner of the house and take safety measures.

Suspend the power supply and notify the user in advance

The draft stipulates that if the power supply company needs to suspend the power supply for any reason, it shall notify the user in advance or make an announcement in accordance with the following requirements: If the supply of power facilities is suspended due to planned maintenance, the user shall be notified seven days in advance, or an announcement shall be made; If an electric power supply or power supply system needs to stop the power supply or limit the power supply, it shall terminate the power supply or limit the power supply according to the pre-determined power cut sequence. At the same time, it is stipulated that the power supply enterprises should resume power supply as soon as possible after eliminating the reasons for suspending power supply or limiting power supply.

Disturbance and obstruction; serious power theft, unauthorized transfer of power; implementation of illegal operations in the power plant protection area; other seriously affect the power grid security and power supply, it is necessary to stop the power supply.

Incentives for theft of electricity by up to 20,000 yuan

The draft clearly stated that in violation of the regulations, instigating, abetting, coercive, assisting others in stealing electricity or transferring electricity stealing methods did not yet constitute a crime. The competent authority of electric power facilities and electric power protection ordered them to stop the illegal activities and confiscate the illegal proceeds. Fines of more than RMB 20,000 but less than RMB; if a crime is constituted, criminal responsibility shall be investigated according to law. In violation of the regulations, if the production or sale of electric theft devices, the competent authority of electric power facilities and electric power protection shall order it to stop the illegal activities, confiscate electric theft tools and illegal proceeds, and impose a fine of more than 5,000 but less than 50,000 yuan.

Electric facilities protection signs should be set

No unit or individual may engage in any of the following activities that endanger the power line facilities: using towers and cables as lifting anchors for hauling, hanging objects, ramming livestock, and climbing crops; flying kites within an area of ​​300 meters on both sides of an overhead power line or Other flying objects; unauthorized use of electrical equipment on the electrical conductors or stacking of items under the transformer on the pole; unauthorized climbing towers or erection of electricity, communications, radio and other lines on the towers, installation of broadcast horns, lighting fixtures, billboards and so on. The draft also provides that, in violation of the above provisions, the competent authority of electric power facilities and electric power protection shall order it to make corrections and compensate for the losses within a time limit; if it does not correct within the prescribed time limit, a fine of less than 10,000 yuan shall be imposed.
