Security industry ranks among encouraged industries

It has been confirmed that the National Development and Reform Commission's Order No. 9 issued by the Development and Reform Commission of the People's Republic of China on March 27 this year shows that the "Guidance Catalogue for Industrial Structure Adjustment (2011 Edition)" will come into force on June 1, 2011.

The "Guiding Catalogue of Industrial Structure Adjustment (2011 Edition)" (hereinafter abbreviated as "new catalogue") has 1,399 entries, 750 encouraged categories, 223 restricted categories, and 426 eliminated categories. Among them, the items related to the security industry have increased significantly compared with previous years. New entries for "urban track" and "public security" have caused widespread public concern. The new category of “Encouragement” includes 14 types of urban rail transit equipment, public safety and emergency products, and the public safety directly related to security has appeared for the first time in the Catalogue for the Guidance of Industrial Structure Adjustment.

The monitoring and rail transportation all blossomed. It is understood that in the new category of “encouragement”, 14 new categories of new energy, urban rail transit equipment, comprehensive transportation, public safety and emergency products have been added. Among them, the fifteenth item is urban rail transit equipment. The next nine items include automatic ticketing system (AFC), doors, platform screen doors, fire alarms and automatic fire extinguishing systems, digital track circuits, and wireless communication-based signal systems [including automatic train monitoring systems (ATS) , Automatic Train Protection (ATP), Automatic Train Operation (ATO), etc. The thirty-ninth item is public safety and emergency products. There are 43 items in total. Safety and security are directly related to: Earthquake, tsunami, geological disaster monitoring and early warning technology development and application, urban public safety monitoring and early warning platform technology, emergency scene Information detection and rapid acquisition of technology and products, anti-terrorism technology and equipment, and more.

The development of the security industry can be followed by rules. It is understood that the new catalog will remain unchanged in 2005, but it is still divided into encouraged, restricted and eliminated categories. If it does not belong to the above three categories, but it complies with national laws, regulations, and policies, the allowed classes are not included in the list. There are 1384 items in the "Catalogue (2005 edition)", of which 721 are encouraged, 234 are restricted, and 429 are eliminated. The current revision will encourage 175 categories to be deleted and 413 new ones added; 70 categories will be deleted, 12 categories will be eliminated, and 85 will be added; 157 categories will be deleted and 189 will be added. As a result of the revision, there are a total of 1,399 entries in the new category, of which 750 were encouraged, 223 were restricted, and 426 were eliminated.
