"Twelfth Five-Year Plan" Renewable Energy Target: 9.5%

International Energy Network News: Recently, the renewable energy development goals in the next five years are once again clear. It is reported that during the "Twelfth Five-Year Plan" period, the ratio of national commercial renewable energy to the total energy consumption is more than 9.5%.

Although the domestic renewable energy development has started, the actual application ratio is not high at present. This policy quantifies the proportion of commercial renewable energy in total energy consumption, and it will be beneficial to break through the technical bottlenecks in various fields and expand each Renewable energy market capacity.

Renewable energy industry planning detailed According to the "Twelfth Five-Year Plan" period, the nation's commercial renewable energy resources accounted for more than 9.5% of the total energy consumption policy requirements, and all parts of the plan have been refined. By the end of 2015, the annual output of hydropower and wind power should reach 910 billion kWh and 190 billion kWh respectively.

For the first time, policies have also proposed the development goals of geothermal energy, tidal energy, and ocean energy. By the end of 2015, the annual geothermal energy utilization will reach 15 million tons of standard coal, geothermal power generation capacity will reach 100,000 kilowatts, 1 to 2 million kilowatt-class tidal power stations will be built, and 5 million kilowatts of ocean energy power stations will be built.

Compared with the “Twelfth Five-Year” clean energy development plan previously announced, it can be seen that the development goals of various renewable energy sources have not changed much. According to a reporter from Nandu who interviewed Lin Boqiang, director of the China Energy Economic Research Center of Xiamen University, and found that according to the original plan, by 2015, the hydropower generation will be 260 million kilowatts, the installed capacity of wind power will be 90 million kilowatts, and the solar energy may be 10 million kilowatts. The material energy is 13 million kilowatts; by 2020, the country’s hydropower generation capacity will reach 350 million kilowatts, wind power planning capacity will be 150 million kilowatts, solar energy will be 30 million kilowatts, and biomass power generation capacity will reach 30 million kilowatts.

Nuclear power is expected to slow down hydropower, wind power, etc. Should be accelerated "From the point of view of this plan, the goal of China's nuclear power development has not changed, this is unreasonable." Lin Boqiang accepted an interview with the Southern Metropolis Daily. He analyzed that according to the commitments and plans China had given to the world before, China's carbon emission intensity will be reduced by 40%-45% in 2020, and non-fossil energy will reach 15%. To achieve this goal, China must vigorously develop clean energy and reduce the proportion of coal. At present, coal accounts for about 70% of China's energy structure, and clean energy, including nuclear power and renewable energy, accounts for less than 10%. To reach the goal of 15% of clean energy in 2020, the most effective way is to develop nuclear power.

Before the nuclear leakage accident in Japan broke out, China’s nuclear power developed rapidly. At that time, Lin Boqiang believed that by 2020, the proportion of nuclear power in China's power structure will reach 5%-6%. Ni Weidou is more optimistic. He expects that the share of nuclear power in the power structure will reach around 8% by 2020. By 2015, nuclear power is expected to account for at least 2% of clean energy, which accounts for about 11% of total energy. However, after the accident, the industry believes that China will slow down the pace of nuclear power development, and the corresponding hydropower, wind power and other renewable energy development will accelerate faster.

Lin Boqiang believes that due to the nuclear accident in Japan, by 2020, China's installed nuclear power capacity is expected to be reduced to 50-60 million kilowatts. He predicted that the current development goal of renewable energy is not final, and it is very likely that adjustments will be made in the future.

The development of wind power in Guangdong has not been speeded up. There is no grid connection difficulty. From the perspective of Guangdong, according to the latest plan, Guangdong will vigorously develop wind energy, solar energy and other renewable energy sources. It has put into operation, planning, construction of over 80 wind farms and more than 10 gold Solar demonstration project. At present, the largest PV power station in South China will be scheduled to start production at Heyuan on the 23rd of this month, with an installed capacity of 8,100 kilowatts. It is reported that there are 18 wind farms that have been put into operation in Guangdong and about 50 are under construction. According to the "Circular Economy Development Plan (2010-2020)" announced by Guangdong in October last year, Guangdong will also increase the level of intelligence in the power grid. By 2020, the access support rate for new energy will reach 100%.

At present, the development of wind power in Guangdong is rapid, and power generation is mainly used in the province. Relevant person in charge of Guangdong Baolihua New Energy Co., Ltd. said yesterday that the company’s onshore wind farm installed 48,000 kilowatts in the first phase, and the second phase is under construction. It will also install 48,000 kilowatts, and plans to build an offshore wind farm. Its wind power sold to China Southern Power Grid, 0.689 yuan per kilowatt-hour, and the grid is free. China Resources Power is doing even greater. At present, China Resources Power's wind power business has an installed capacity of 1,500 MW and a development reserve capacity of 20,000 MW, which is mainly distributed in South China, North China, East China, Northwest China and Northeast China.

Data policy promotes renewable energy projects:

Hydropower: It will focus on promoting the construction of 8 million-kilowatt hydropower bases in the western region. The scale of conventional hydropower utilization will reach 260 million kilowatts, and the utilization of pumped-storage power will reach 30 million kilowatts.

Wind power: The cumulative installed capacity of grid-connected wind power should reach 100 million kilowatts, of which, cumulative installed wind power generation amounted to 25 million kilowatts.

Solar energy: The area for solar water heaters to be promoted is 400 million square meters. Among them, the installed capacity of photovoltaic power generation and solar thermal power generation capacity reached 9 million kilowatts and 1 million kilowatts.

Biomass energy: The scale of biomass power generation installed capacity will reach 13 million kilowatts.
